My Biography

An advocate for universal Health Coverage with 18 years of experience working within
the Health sector. I graduated from the University Of Birmingham, England with Masters
in Health Economics and Health policy. Since my return I have worked and provided
technical support to both technical implementing agencies and different government
institutions at both national and states in Nigeria.
My expertise in health economics and policy in resource allocation using different
priority tools have been expressed in my work as an expert. As part of the core technical
team that worked on the National Health Bill in 2011 for the ministry of health with
support from UNFPA and DFID, my assignment was to develop an advocacy document to
support the passage of the National Health bill detailing the different economic benefits
of the resources as proposed in the bill, leading to the passage of the first ever National
Health Act 2014.
The previous years has been rewarding as far as my work in the sector is concerned,
In 2015 I supported the National Primary Health Care Development Agency(NPHCDA) on
the National Health Act (NHACT) Guidelines, where I facilitated high level stakeholders
engagements with other Federal agencies like the National Health Insurance Scheme and
Federal Ministry of Health to develop the first draft of the operational guideline for 1%
CRF of in the NHACT 2014 for strengthening the Primary health care system in Nigeria
for the 36 states and FCT ($14.3 billion dollars), while supporting the Implementation of
Result Based Financing-Tool, in eight pilot states in the north-east and south west states
for a world bank project to strengthen the health financing system of the primary health
care service provision in Nigeria
As a WHO-National Consultant, I worked closely with several state teams in designing
state specific detailed health plan, strengthening of the primary health care system
through the development of the minimum service package which provides the necessary
guideline for the provision of services at the primary health care level, this policy
document captures detailed information on the various resources required for the
effective strengthening of the primary health care system.

As United States Agency for international development (USAID) and WHO Financed
consultant, I provided training programs on health system strengthening, policy
development and health care financing in over 15 states in Nigeria, including Anambra,
Abia and Akwa- ibom states, mentoring state implementers on domestication of various
health reforms, while providing guidance and training on the use of the One Health Tool,
facilitated healthcare financing trainings, developed minimum service package for the
primary health system, facilitated the development and costing of State strategic health
development plan, passage of the health insurance Law and the design of state specific
operational guidelines, Health insurance roll-out and Reproductive Maternal New born
adolescent and elderly plus nutrition (RMNCAEH +N) Covid-19 Continuity plan for the
federal ministry of Health and states, I also supported states to set-up different health
care financing working groups and emergency platforms in the North –east..
